#35 Pool handler stop swpaning processes

At some point, the pool handler stops spawning new child, maintaining a pool with a single worker…

No idea if it is related, but at some point the load stats begins to be silly, prompting 1s:0 and huge numbers for 5, 10 & 15…

The load average is slowly decreasing… The pool slowly decrease the worker count to one….

The SEM_WSTATE seems to be the cause of the problem : a double busy or something like that….

Should fix #35 The problem seems to appear when a worker fails to wait indicate it is idle by waiting the WSTATE semaphore (maybe when pool handler waited the sem to check pool's busyness and before the pool handler post it again...)
